4.0. With reference to your letter No.28314/1915 of
General the 12th. ultimo and the subsequent conference held
at the Colonial Office, I am directed by Secretary
Sir E.Grey to state that he concurs that the China
(Companies) Order-in-Council should be passed in its
present form, and he is accordingly submitting it
to the consideration of the Law Officers of the Crown.
Sir E.Grey is of opinion that it is in existing
circumstances unnecessar" to insert any special
provisions in the Order in Council in order to meet
the special points raised by Sir E.Fraser, and unless
really necessary, it is obviously undesirable to
insert in the Order in Council, which is permanently
to regulate British Companies in China, provisions
which would only apply during the existence of a
state of war.
